MINUTES

The Registrar Committee is responsible to the Government of the Colony with regard to the precedence of persons outside the limits of the Colony not being officially recognised by the Colony. If it were, it would confer precedence whatsoever on this person.

Have in view the LAC Country. On the question of the holder's personal rank according to their defense of Local Precedence, if considered, their personal rank is not found in any official list.

Mr. Chow presented two cases to take note of. But Adams included the Colonial at the Exhibition, where the question of personal rank would not arise and seniority would be decided on the order of the Hong Kong Government.

At official functions, if attending representatives of the H.K. Cart, their seniority would be laid down by the host. This has been followed in the case of the Agents General who attended a dinner or other function. At such functions, precedence would be given according to the host's order, not according to their personal rank.

4th Dispatch. This should be sufficient.

It is suggested to send a copy of Mr. Howell-J ones' minute to Hallifax, saying it represents the view taken by Lean.

AECO July 25, 1924.
